Registered limousines, buses and coaches

Registered vehicles (limousines, mini-buses, buses and coaches) can use a dedicated zone for collecting passengers from our terminals. While you can drop off passengers at the departure level roadway outside our terminals, collection is only permitted within the dedicated zones to ensure the safe and efficient operation of our airport.

Drivers using these zones are required to register their vehicle and pay the relevant fees. These fees don't apply to drop offs outside the terminal.

Access fees for taxis, limousines, buses, mini-buses and coaches

The current access fees for accessing the Ground Transport Zones are set out below, prices effective as of June 2023.

(Clause 22 Passenger Transport Regulation)

  • (a) An accredited operator (unless otherwise advised by written notice by RMS) must ensure that there is maintained one or more policies of insurance providing cover of at least $5,000,000 for each bus used to provide the service against liability in respect of damage to property caused by or arising out of the use of the bus.
  • (b) The policies must be issued by a corporation authorised under the Insurance Act 1973 of the Commonwealth to carry on insurance business.
  • (c) An accredited operator must provide an authorised officer, on request, with evidence that the policies of insurance are current.

Operators who borrow or rent buses, rather than own them, are also to ensure that the requisite insurance policies are held.

Standard operating procedures

Commercial licenced drivers provide an important service for passengers travelling to and from Sydney Airport. To ensure the safety and security of all of our airport visitors, all commercial licensed drivers and their vehicles operating within Sydney Airport must be authorised. We also ask that licencees follow the below standardised operating procedures to support a safe and efficient operating environment.

General obligations

The licensee must:

  • Complete all registration requirements set out on Sydney Airport’s web based registration including those relating to the Licensee’s business, e-tags and vehicles
  • Not access Loading Zones at Sydney Airport unless the Licensee has obtained approval to do so
  • Use electronic tags valid on NSW roads and registered with Sydney Airport to access Loading Zones at Sydney Airport
  • Enter the Loading Zones for the collection of pre-booked passengers only after the passenger’s flight has landed
  • Not use Loading Zones when not collecting pre-booked passengers
  • Use vehicle holding areas when at Sydney Airport and not collecting pre-booked passengers
  • Comply with all signs, conditions of entry, rules, requirements for accreditation and laws

Loading zone access points

The operating procedure at Loading Zone access points is as follows:

  • An electronic tag reader is mounted at the entry and exit access points to Loading Zones.
  • The Licensee may approach the Loading Zone boom gate access point for entry or exit of the Loading Zone.
  • The boom gates will only open for entry and exit of a Loading Zone if a valid electronic tag is read and accepted by the electronic tag reader.
  • The Licensee is responsible for ensuring that the electronic tag can be read by the electronic tag reader on entry and exit, is registered with Sydney Airport, has sufficient funds and meets all other requirements for acceptance.
  • The boom gates may not open if: the electronic tag cannot be read the electronic tag is not registered with Sydney Airport there are not sufficient funds in the electronic tag account any other requirements for acceptance are not met (including black listing)
  • The Licensee must load passengers promptly and proceed to the Loading Zone exit point boom gates where the electronic tag reader will detect the electronic tag.
  • The Licensee must not tailgate or otherwise act improperly.
  • If the Licensee experiences any difficulties using the Loading Zones the Licensee may use the intercoms provided at the Loading Zone access points.

Operating efficiently

The Licensee acknowledges that Loading Zones are common use facilities that require the cooperation of all users in order to operate efficiently. Accordingly, the Licensee must:

  • take all necessary steps to ensure the efficient operation of the Licensee’s activities while at Sydney Airport
  • check flight information displays and respond accordingly to any changes in pre-booked passenger’s flights
  • not leave vehicles unattended at terminal frontages at any time
  • act professionally and courteously in all dealings at Sydney Airport
  • deal cooperatively with Sydney Airport’s staff, contractors and kerbside enforcement officers
  • comply with any reasonable requests of Sydney Airport’s staff, contractors and kerbside enforcement officers in relation to traffic, access and parking

I have recently sold a vehicle and would like to de-register the vehicle from my business or company. Can I do this through the website?

Yes. Log on to the Sydney Airport Bus and Limousine Registration System using your registered details and follow the links to the “Update Vehicles” page to deregister any vehicle(s).

I have recently purchased a new vehicle and would like to register it with Sydney Airport. Can I update the details through the website?

Yes. Log onto the Sydney Airport Bus and Limousine Registration System using your registered details and follow the links to the “Update Vehicles” page to register any additional vehicles.

Can I use one e-TAG for multiple vehicles?

No, you can only register one e-TAG per vehicle.

If I have not registered my company or business can I operate within Sydney Airport?

No, you must register your company or business using the Sydney Airport Bus and Limousine Registration System before you can operate within Sydney Airport.

I have recently purchased a new e-TAG and would like to use it on an existing registered vehicle. Can I update the details through the website?

Yes. Visit the Sydney Airport Bus and Limousine Registration System website and follow the links to “Update Vehicle” to update the registered vehicle with the new e-TAG details.

How do I register my company or business with Sydney Airport?

You can register your company or business, vehicle(s) and e-TAG(s) on this site.

Go to the following website https://blrs.sydneyairport.com.au and select the “Not Registered” link to create a new account.

You will also be provided with a Licence Agreement for Ground Transport Operates Use of Sydney Airport (Licence Agreement) which contains various terms and conditions of access.

You must return the executed form to complete the registration process.

My operator status shows “Pending”. What does this mean and can I conduct business within Sydney Airport at this time?

This means that Sydney Airport is currently reviewing your registration details. You will not be able to operate within Sydney Airport until such time as you have been notified that your registration is successful.

How will I know if my registration has been accepted by Sydney Airport?

Once you have completed the registration process for a Licence Agreement, Sydney Airport will process your application and notify you of the outcome. You will not be able to access the Ground Transport Zone until Sydney Airport notifies you that your application is successful.

If I have arrived too early, is there somewhere I can park and wait for my flight to arrive?

Booking Service Holding Area – Sydney Airport-registered drivers only

Drivers registered with Sydney Airport, including limousines, will be able to use a new Booking Service Holding Area located between Ninth Street and Sir Reginald Ansett Drive (entry/exit via Ninth Street only). Drivers are provided with 30-minutes free parking, with charges applying for longer stays. Only drivers with Sydney Airport-registered e-TAGS are permitted to use this area.

New Private Hire Vehicle Holding Area

A new Private Hire Vehicle Holding Area for UberX, GoCar and other ridesharing services will be established within the Domestic precinct, providing 30-minutes of free waiting time. This new holding area is located on the northern side of Ross Smith Avenue, opposite the Executive Jet base. This area will be controlled by boom gates, with access via e-TAG. Charges will apply if the 30-minute limit is exceeded.

Is there a fee payable for picking up a passenger from Sydney Airport?

Yes. The applicable access fees for limousines, buses and coaches are displayed on the Resources for registered limousines, buses and coaches page. Your registered e-TAG will be scanned at the entry point to the designated Ground Transport Zones. Upon exiting the Transport Zone, your e-TAG will be scanned and fees will be applied accordingly.

Where can I drop off my passenger(s)?

Drivers setting down departing passengers may do so on the Departures Level roadway at the terminal frontage.

No. All bus services to and from the airport are required to be pre-booked. It is an offence under the Regulation for an operator or their employee, agent or contractor to tout or solicit passengers. A fine is payable for any contravention of the Regulation.

Can I leave my vehicle unattended to meet my passenger(s) within the terminal?

Yes, you may leave your vehicle unattended to meet your passenger(s) within the terminal.

Limousines FAQs

Can I leave my vehicle unattended to meet my passenger(s) within the terminal?

International – YES. You may leave your vehicle unattended to meet your passenger(s) in the designated Ground Transport Zone.

Domestic – NO. Due to the proximity to the terminal, drivers are required to remain with their vehicle at all times. You are not permitted to leave your car unattended and fines will apply if you do. If you are required to leave your vehicle unattended you may do so only by parking at Terminal Court.

It is an offence under the Passenger Transport Regulation 2007 (NSW) (Regulation) for an operator or their employee, agent or contractor to tout or solicit passengers. Fines are payable for a breach of the Regulation.

Is there a fee payable for picking up a passenger from Sydney Airport?
